Common Service Agreement Submission

After consultation with our members, the community sector more broadly, and the Centre for Philanthropy and Non-Profit Studies at the Queensland University of Technology QCOSS today lodged its submission regarding the Common Service Agreement to the Department of Communities.
---
The submission takes feedback we received from the sector and legal advice we sought in conjunction with Peakcare, the Alliance, the Workforce Council and NDS. This consultation and legal advice has identified some issues with the draft documents, and concern over the tenor and tone of the documents.

The QCOSS submission, outlines the importance of referencing the Compact in the documents, and using language that reflects the principles contained within it. We have also identified clauses that we think need to be modified or deleted, based on the legal advice, our analysis and your feedback.
---
Dr Amanda McBratney from the Centre for Philanthropy and Non-profit Studies conducted a comprehensive analysis of the draft agreement and QCOSS attached this to our submission. To view this analysis click here and here.

QCOSS also consider the principles articulated in the Whitlam Institute at the University of Western Sydney paper entitled “A Question of Balance” offer a sound basis for the relationship described in the terms. To access this paper click here.

Although consultation with the wider sector closes today, the Department has agreed to engage in extended consultation with QCOSS. If you have any further feedback on the agreement please email John Mikelsons at johnm@qcoss.org.au or call 3004 6900.
